Baltazar (1972- ) was born in Los Angeles. He studied at Art Center College in Pasadena, Self-Help Graphics in Boyle Heights, and at East Los Angeles College. In 1995 he was a mural instructor at Plaza de la Raza in Lincoln Heights. He currently resides in Oakland, California. (Robin K. Dunitz, Street Gallery, Guide to over 1000 Los Angeles Murals)
